Translation Notarization

Many organizations require translations of Birth Certificates, Family Registers and other official documents to be notarized; therefore, it is advisable to check the requirements of the institution you intend to submit your birth certificate to and if notarization is required include this in your translation order.

If submitting to institutions in the United States, we can translate your documents and have them notarized at the Consulate of the United States. In many cases, if the translation is attached with a Certificate of Translation, the translation will not need to be notarized at a Notary Public’s Office or elsewhere so be sure to fully confirm the requirements of the institution you are submitting your documents to and find out if notarization is required.

Types of Birth Certificates, etc.

Documents most commonly submitted as documents certifying the birth of an individual when applying for marriage and spousal visas, adoptions and child visas, etc. include Certificates on Registered Matters in Family Register (Certificates of Birth), Certificates of Acceptance of Notification of Birth, Notifications of Birth, Birth Certificates and Family Registers, etc. together with their translations (translations to English). If you require this type of Birth Certificate and its translation (Translation to English), you must first and foremost find out which of the documents you need.

We will go through this in the order these certificates are issued. When a child is born, the attending physician will prepare a Birth Certificate. Then a Notification of Birth is submitted together with the Birth Certificate issued by the attending physician within two weeks of the child’s birth. The Notary Public accepts the Notification of Birth and enters the facts in the Notification into the Family Register. After that, a “Certificate of Acceptance of Notification of Birth” and a “Certificate on Registered Matters in Family Register (Certificate of Birth)” will be available upon request. The Certificate of Acceptance of Notification of Birth is a document stating that the facts received in the Notification of Birth have been accepted in a certification statement by the Mayor and the Certificate of Registered Matters in Family Register is a certified copy of the Notification of Birth attached with a certification statement by the Mayor. A copy of the Birth Certificate issued by the attending physician is also included.

Matters entered in the Certificate on Registered Matters in Family Register (Certificate of Birth)

The Certificate on Registered Matters in Family Register (Certificate of Birth) differs to the Family Register, etc. in that it is generally uncommon and in many cases, it is only when this certificate is required to be translated that anyone even knows of its existence. The Certificate on Registered Matters in Family Register (Certificate of Birth) is basically a certified copy of the Notification of Birth. It is basically a document containing a certification statement by the Mayor, etc. to the effect that “This is a true and accurate representation of the facts entered in the Notification of Birth” stamped with the official seal.

Obtaining Birth Certificates

Kosekiki todokegaki kisaijiko shoumeisho:Birth, or Certificates on Registered Matters in Family Register (Certificates of Birth) can be obtained from the City Hall or Ward Office within a certain period of time after which they will no longer be available from said locations. Thereafter, they will need to be obtained from the Registry Office. Note that the Certificate on Registered Matters in Family Register also contains events other than birth such as marriage and death so please bear this in mind when obtaining your certificate. The actual Birth Certificate issued by the hospital or attending physician at the time of birth is only issued at the time of birth (it is then attached to the Notification of Birth and submitted to the public office) and is ordinarily not reissued. Therefore, if you require a copy of a birth certificate, you will need to obtain the above Certificate on Registered Matters in Family Register (Certificate of Birth).
